Amanda Sisson, Chief Operations Officer at the WV Coalition to End Homelessness, has over 20 years of experience working in homeless services. Ms. Sisson began her non-profit career as a children’s service worker at a family shelter in Virginia in 2003 and went on to serve in various roles including Housing Counselor for nearly seven years. Ms. Sisson has been with WVCEH since early 2011 and oversees the day-to-day fiscal operations, human resources, agency policies, and assists in the CoC infrastructure including the writing and organization of the annual CoC NOFO for the Balance of State CoC. Amanda was a contractor with OrgCode Consulting spending several weeks per year, pre-COVID, training communities across the U.S. on OrgCode’s best practice tools and materials. Amanda holds a Bachelor of Arts degree from Alderson-Broaddus College and a Certificate in Non-Profit Management. She resides in Barbour County with her husband, 2 children and German Shorthair Pointer, Aspen.
Andrea Brown Riley

Andrea Brown Riley joined WVCADV as Protective Services Coordinator in 2023 after 6 years of direct service victim advocacy with the Eastern Panhandle Empowerment Center. She holds a BA in Psychology from Mary Baldwin University, and brings her passion for understanding and serving others to WVCADV.
While working for EPEC, Andrea employed a compassionate and trauma sensitive approach first as a victim advocate, and then as a domestic violence specialist, she served and advocated for families involved in the CPS system. She also coordinated the Berkeley County Domestic Violence Task Force, organizing the community and allied professionals to action to better serve victims and survivors of domestic violence. From there, she went on to run EPEC’s emergency shelter for another 3 years, implementing survivor-centered, trauma sensitive policies, especially in the arena of harm reduction and substance use disorder. In her current role, Andrea continues to anchor her work in this approach.
Beyond her professional endeavors, Andrea can be found chasing after very energetic twin toddlers. In brief moments of relaxation, she enjoys getting lost in a good book, immersed into a creative craft project, or simply unwinding with a captivating Netflix series.

Joe Manchin III on the Energy Committee, and prior to joining Fahe he worked on interstate compacts and labor policy with The Council of State Governments. His interest in Appalachian housing policy is informed by his experience as a early-career professional navigating an overheated housing market and his deep family ties to the mountains.

Andrew Ritchie joined the HUD team as a CPD Representative in his hometown of Pittsburgh, PA in May 2023. In 2015, local media coverage about the growing need for affordable housing had compelled Andrew to exit a 15-year career in the audio-visual and event planning industry to pursue a new path in public service. Andrew completed his BA in Urban Studies at the University of Pittsburgh in 2017 and immediately went to work for the Mon Valley Initiative, a non-profit regional CDC and CHDO based in Homestead, PA. During his six-year tenure at MVI, Andrew managed the completion of nearly $25 million in community revitalization projects, developing more than 70 units of affordable housing, as well as commercial property and public green space. Andrew strongly believes housing is a human right and is grateful for the opportunity to further his impact on the creation of affordable housing at HUD.

At Glenville State University, Dr. Sarver teaches various business classes including Entrepreneurship, Non-Profit Leadership and Cybersecurity. Dr. Sarver was recently appointed as the Workforce Learning Experiences Manager and is working to develop GSU's workforce and lifelong learning initiatives. Emily Birckhead is the executive director of the West Virginia Alliance of Recovery Residences. She graduated from WVU with her BS in Political Science and received her Master of Social Work Degree (MSW) from Marshall University. She is a person in recovery and is certified as both a CCAR Peer Recovery Coach and 200-RYT (Registered Yoga Teacher). Emily has previously worked as a Recovery Coach with the Partnership of African American Churches and as an AmeriCorps VISTA with Try This WV. She has supported the development of organizations including West Virginia’s first Collegiate Recovery Program (WVU CRP) and WV Recovers, an integrated, statewide peer recovery network for people with mental health and substance use disorders and served on the Board of Directors for the WV Association of Alcoholism and Drug Abuse Counselors from 2017-2020 and the Kanawha Pastoral Counseling Center (KPCC) from 2019-2023. She is a member of the National Alliance of Recovery Residences’ Advocacy & Affiliates Committees, the Recovery Housing Workgroup of the WV Governor’s Advisory Council for Substance Use Disorders’ Community Engagement Subcommittee, and is currently serving on the WV First Foundation Expert Panel.

John King is an Environmental Resource Analyst with the West Virginia Department of Environmental Protection’s (WVDEP) Office of Environmental Advocate. He currently serves as the Acting Program Manager for the REAP Dilapidated Properties Program (DLAP), where he manages a $30 Million grant program to revitalize communities across the state. "Turning liabilities into opportunities, one dilapidated property at a time."
In his role within the Advocate Office, John provides critical support to communities and individuals, helping them communicate with the agency, navigate environmental challenges, and access vital public information. He also delivers technical and analytical expertise to WVDEP senior staff through the development of interactive ArcGIS Data Dashboards and internal project management tools.

Southwestern Community Action Council’s office in Huntington serves the senior population in 21 West Virginia counties, with satellite offices in Beckley and Logan, and has an office in Ashland serving four Kentucky counties. SCAC is a member of the National Community Action Partnership, and the senior program is administered through the National Council on Aging.

Margaret Ann O’Neal is West Virginia born and bred. An only child, born to a first-generation American mother and a dad who believed work ethic was the most important thing you could bring to a job, Margaret has never been afraid of hard work. From her first job wrapping Christmas packages to her current role as President of United Way of Central West Virginia, Margaret believes that serving others and giving back is what matters most. After ten years in healthcare, Margaret began working at WJLS Radio, a small market country radio station in Beckley, WV. She went from sales staff to sales manager along with co-hosting the morning show, which was named the number one rated small market country station in the early 90’s. Margaret’s nonprofit career began with Hospice of Southern WV. During her time with hospice she helped raise nearly three million dollars to build the Bowers Hospice House. The transition from hospice to United Way of Southern WV came in 2008, allowing her the opportunity to build an already well established United Way into a strong and impactful organization. In August, 2017 she accepted the position President of United Way of Central West Virginia. Margaret and her husband Greg live in Kanawha City.

Matthew Heckles was appointed as the Regional Administrator of HUD’s Mid-Atlantic region in February 2022 and is responsible for the oversight and delivery of HUD programs and services throughout Delaware, Maryland, Pennsylvania, Virginia, Washington, D.C. and West Virginia. He serves as HUD's liaison to elected officials, congressional delegations, city managers, stakeholders, and customers.
Prior to joining HUD, he served as the Assistant Secretary and Director of the Community Development Administration at the Maryland Department of Housing and Community Development. In this capacity, he oversaw a range of operations and services from the administration and financing of single-family mortgage and multifamily development financing to housing rehabilitation and local government infrastructure programs. Matthew Heckles worked in various positions at the Delaware State Housing Authority for more than 12 years before his work in Maryland.

In an affordable housing career spanning over 30 years, Tom Manning-Beavin has worked in some of the hardest to serve rural communities in America, many of them in central Appalachia. Tom has worked for housing development and financial services organizations at the local, regional and national level, and has managed residential construction, originated mortgage loans, underwritten commercial loans, managed grant programs, handled the asset management of a multifamily portfolio, and led organizations to dynamic growth in housing production. Tom started his career with the Appalachia Service Project, then worked for the Housing Assistance Council in both Washington, DC and Albuquerque, NM. He returned to Appalachia as the Director of Lending for Fahe, then ran a nonprofit in Ann Arbor Michigan, and then was the CFO of Kentucky Mountain Housing Development Corporation. Before joining Frontier Housing in 2018 he was Director of Housing at Kentucky Highlands Investment Corporation in London, KY. Tom holds a BA from Earlham College, and has completed the Achieving Excellence executive education curriculum at the Kennedy School of Executive Education at Harvard University. Traci Strickland has more than 20 years of experience in advocacy and leadership for at risk populations. Traci began her focus on ending homelessness working for an emergency shelter and then moved to a leadership position with a community mental health center. In 2020, after six years of contractual leadership, she became the Executive Director of the Kanawha Valley Collective. In just four years, she has grown KVC by securing funding and providing direction for new programs targeting those who are most vulnerable. In 2023, her career came full circle when the Kanawha Valley Collective took over leadership of the emergency shelter where she got her start. In addition to the day to day oversight of the KVC, Traci’s current focus is on systems improvement to create a structure that will end homelessness.

A graduate from West Virginia Institute of Technology, she holds a Certified Staffing Professional designation through the American Staffing Association and is also a graduate of the Haden Institute – Jungian Psychology based Spiritual Direction Program. Growing up in Southern WV, she gained a deep understanding and perspective on the job market and is quick to bring her Appalachian ingenuity and values into everything she does.
